He cannot have it done at his house and [USADA] cant authorize it.... I have specifically articulated and memorialized to USADA that [NSAC] is the sole authority that can authorize a the****utic-use exemption for a fighter in the state of Nevada, Bennett said. USADA never told us prior to the IV that they had their own TUE, and they never kept us informed about it being administered.
If they think they can do what they want, where and whenever they want in the state of Nevada, they are grossly mistaken.
Bennett and Aguilar said despite USADA's involvement in 45 boxing cards and their supervision of the Ultimate Fighting Championships anti-doping system, the agency has botched communication on three occasions.
"After three incidents here, its hard to call this an anomaly" Bennett said. They need to understand they need to honor the rules of Nevada, or their work will not be recognized in Nevada.
Straight from the NSAC's mouth.

Anyone who thinks nsac is a clean organization as well should know they need to be investigated as well.

There's lots of reasons, I won't do the homework for you though. But here's a couple. One reason is because it's none of the public's business. Only the business of the relevant parties. Second, it protects them from unnecessary criticism.

It was USADA that released the information originally about the IV, and they didn't even have to do that. Information released since May.

NSAC doesnt have to issue an exemption for the IV, since it wasnt in violation of their rules in the first place. It was against USADA/WADA rules, so how would they grant an exception for someone elses rules?
NSAC makes no sense here.
