USADA clearly violated their own policy in granting Mayweather an exemption. It is not really an arguable point.

The criteria for receiving an exemption are quite clearly stated, and Floyd met none of them.

Some food for thought though. USADA appears to be contracted as the sole testing provider for the PBC.

They also appear to have deviated from their own regulations in Floyds favor.

Usually if you follow the money trail you get to the truth.
USADA gave him permission, whether you like it or not. Likewise, NSAC hasn't fined Mayweather, no penalties. Which means NSAC would've also given Mayweather permission. Otherwise, they would've given some sort of punishment, right? This information has been known since May as well. It's nothing new.

PBC is allegedly the sole testing provider for PBC. But remember fighters are also getting pre and post fight tests from the State Commissions. And USADA hasn't been testing all PBC fighters/fights -- in case you didn't know that.

One thing I'm very excited about is USADA is heavily involved in this fight...everyone's going to be on an even playing field...the testing already has started...everyone's looking for a competitive edge," stated jr. welterweight contender John Molina, who talked about the USADA drug testing that's taking place for his upcoming showdown with former world champion Adrien Broner. Check it out!
Molina then gets caught by the commission post fight urine test:

I reached out to USADA PR manager Christy McGee, to see if any info exists on boxer John Molina, who tested positive for a PED. She responded:
"At this point in time we have not tested any fights for John Molina. If you have any questions regarding testing for Mr. Molina, you would need to contact the Nevada State Athletic Commission."

If you really want to go down the route of PED use, you might as well follow Victor Conte's theory. Conte doesn't believe Mayweather was masking anything. Rather, he thinks if Mayweather is using PEDs, he's doing outside of competition when he's not getting randomly tested. So when he does start getting randomly tested for training camp, it's all out of his system and clean.
He got permission after he used it and they caught him get that in your head man, he never asked or applied for one, he did it illegally and USADA didn't do anything except cover it up and give him a TUE after the fact.

Maybe Floyd forgot he was cheating?
But he fixed it buy buying his way out if it, which is an indication of the power and influence he has. Did Floyd co-found usada?

And no, Mayweather didn't get permission from NSAC. He got permission via USADA (USADA had the power to give permission, which is also a conflict since NSAC only wants to be the granter of permission). Which is also why I feel NSAC should take over the random drug testing so there's less mess. There's no need to get permission from USADA, and then get permission from NSAC. NSAC may say something is fine, but then USADA says NO. Or vice-versa. NSAC is correct when they say the process is confusing fighters.

For Manny, you were much tougher. You didn't care that he got permission from USADA. Heck, the request was even done ahead of time! You demanded it be the right way or the highway. You also demanded for more evidence. Surgery? So what. You wanted more evidence.

For Floyd, you seem to be OK with all that transpired. No evidence required about Floyd's condition or anything else. It's good enough for you.

You are not even su****ious about this:
            - Floyd has admitted that he can make 147 easily. Heck, they even said that he is really a 140 fighter fighting WW and JWW.
            - When giving his excuse, Ellerbe and Floyd said that giving blood and urine dehydrated him. Even though the opposite was said by them and his fans for years! Yet you believe Floyd now?
            - Did you get evidence that Floyd was dehydrated? Did he complain? Remember what you said about Manny's shoulder?
            - Floyd received something that is prohibited and for good reason IT IS PROHIBITED.
            - Why did Floyd need 750ml? Why an IV?
            - Request was done after the fact and commissions new nothing about it until after the fact.

This fight should have happened 5+ years ago. After all that was said by Floyd, Floyd does something that is declared prohibited.

As for Floyd's tests coming back negative, Floyd was only tested by way of urine before receiving what may have been a masking agent. So the results are meaningless.

Nobody is dis*****g that he received the TUE. What is being disputed is that he was granted one at all. Because USADAs own regulations say he shouldn't have been.

Not sure why that is so hard for you to acknowledge.

Not sure where you get allegedly. PBC announced from their outset that all testing will be done by USADA.
