well there should have not been any additional step in the first place, because that rehydration method as they claim isnt allowed under the WADA code if we refer to the hauser report that says..

if the criteria for the exception was there, then the scenario would be that floyd needing medical attention, in a medical facility hooked up with an IV line not at home getting IV infusion being monitored by a USADA staff.

OR

the IV line should be hooked up for about 3-4 days (because the amount of solution present during the home infusion was 750ml) if they follow the WADA protocol.

Read the statement by USADA, he asked for permission and was granted it.

An application for a TUE will only be considered for retroactive approval where:

a. Emergency treatment or treatment of an acute medical condition was necessary; or

b. Due to other exceptional circumstances, there was insufficient time or opportunity for the Athlete to submit, or for the TUEC to consider, an application for the TUE prior to Sample collection; or

c. It is agreed, by WADA and by the Anti-Doping Organization to whom the application for a retroactive TUE is or would be made, that fairness requires the grant of a retroactive TUE.

The statement says "prior to" having the IV.

What date other than the date he had the IV could it have been?

Yes they are, they issue their own TUES nobody else does it. The problem is nobody applied for an NSAC TUE.
