Before using the IV he needed to apply for permission, which he did only after the fact. Manny and nsac only knew about it 20 days after the fact. LOL. Floyd got USADA and the NSAC in his pocket. I hope the sport changes for the better because of this but I don't think boxing will ever have proper drug testing because you don't have a player on the sidelines ready to step in and replace him.
