No one can prove he was taking PEDs but why commit an act that a cheaters would have the incentive to take for a reason that doesn't really make any sense since it's kinda hard to believe he was actually dehydrated.
And even if he was dehydrated, that's Floyd's resposibility to go into the ring at less than 100%. Many fighters go into the ring dehydrated all the time and have to fight their opponent at less than 100%. For all we know, a legal injected Pacquiao beats a dehydrated Floyd. but for some reason, Floyd wants to get some exeption while probably having something to do with Manny being denied a legal shot.

According to Conte, the significance of those ratios is that they may (but not definitely) signify an attempt to cover up testosterone usage by having artificial epitestosterone added to the body (and putting in too much). That is important because the testosterone tests are performed by checking the T/E ratio (with 4.0 being an upperbound). When the tests do not include CIR testing, this sort of cover up can not be readily detected. Conte adds that such abnormally low T/E ratios should warrant follow up CIR testing of the same samples, but that USADA would not release information about whether they had done such testing (IIRC from the article anyway).
EDIT: But that being said, the testosterone and epitestosterone levels on those tests did not seem all that high. I'm by no means an expert, but it seems unlikely to me that what Conte is describing is relevant to Mayweather. Nonetheless, the CIR testing is not particularly expensive and is something VADA normally performs, so it seems reasonable to expect USADA to perform this sort of testing.
