It's a thing for dehydration. The NSAC has basically said nothing will happen to Floyd but they threw USADA under the bus. That could spell the end for USADA.

Lance Armstrong didn't often 'mask' substances. The number one thing he did was duck and dodge test takers. He normally had excuses and was a no-show.
Both Pacquiao and Mayweather were also tested a day before, and the samples passed. The likelihood he was masking a banned substance on fight day is just extremely unlikely.
If people are going to run with conspiracy theories, they should maybe go with out-of-competition usage. At least that has some legs because anyone can do it and no one would know.

To say that it was unlikely is not true. Remember that prior to that fight, most of his other fights had no testing for the last 9+ days. So it was not just about that one day. Also, it had happened in the past where Floyd would have the testing team wait 5 hours before allowing them to test Floyd. That is strange and fishy in itself since its another one of Lance Armstrong's tricks but also because it gives FLoyd lots of time to smuggle and take masking substances. Again, similar to Lance.
and YES, out of competition is another thing that can happen with Floyd. Remember the side effects that he had prior to the Canelo fight? Who knows what Floyd does. He only gets tested weeks prior to a fight once or twice per year.
