Pacquaio vs velasquez was at 130, 5 pounds seperated zahir and pac in weight.. thats not much, but i dont think Pacquaio vs raheem was even discussed as a potential fight, or for Pac so i cant really say Pac ducked Raheem.. Floyd is another story.

The media is definitely responsible for the Pacquiao phenomena. When Manny beat De La Hoya @ 147, he got more props than when Floyd beat De La Hoya @ 154. When Manny beat Margarito @ 150, he got more props than Floyd beating Canelo @ 152. When Floyd beat Mosely after Mosely had KO'd Margarito, Manny got more props for beating Mosely much later, who was coming off a loss. He refused testing, and Floyd was vilified instead of Manny. All the talk was "why won't Floyd fight Manny?" instead of "why did Manny refuse random blood testing." Dan Rafael did his part, and asked Arum "why were you considering fighting in May, and then when Floyd got a continuance, suddenly Pac is not prepared to fight in May?" manny was far more past his prime than floyd without a doubt. manny has accumulated far more wear and tear and was deeply affected psychologically by the marquez KO (never was the same animal since). floyd took a lot of strategic "retirements/vacations" to preserve his prime while the rest of his competition beat each other up. this is really not hard to understand. also floyd's very defensive style doesn't allow him to sustain too much wear and tear at all further preserving his prime years. so age has nothing to do with it.
