Floyd can do whatever he wants with his money. GGG brings nothing to the table financially. He's not Oscar. He's not Canelo. He's not Cotto. So the same way GGG is willing to move up for Froch and Chavez Jr, but not Ward. Floyd wss willing to move up for Oscar, Nelo, and Cotto, but not GGG. Perfectly understandable.
