And they paid him $2million.

So, why do you think he's not being promoted? Because he's not value for money and his ego is waay above what his commerical value is.

His ratings aren't comparable to GGGs at all. He did 325k in his last fight. GGG did 5 times that on his last fight on regular HBO.
