Paulie does have an unofficial draw against Broner, in my book. He also beat Diaz twice, Judah, Senchenko, Ndou, and Cherry. He is not a very good fighter but he tried his best with his brittle, injured hands.

He may have the style to give Danny problem's, but that's Danny's fault. Almost anybody else could catch Paulie with all his generalship, but Danny is an exceptional plodder. I'm not knocking Danny, every body knows he is a counter puncher, so Paulie better be a jabbing and moving general..

Paulie is the definition of a stick-and-move fighter. He has a great jab, but that's as far as his offensive ability goes. I still don't see how Garcia/Paulie is an intriguing match-up.
