You're right the situations aren't the same in the sense that- Golovkin has a lineal title to go after before moving up, meanwhile Ward has nothing and is chasing a 160lber instead of moving up.

Well, actually Ward has three titles and the RING 'lineal' title to go after at SMW. The big difference is that he shows absolutely no interest at all in going after them. He prefers to wait for a MW to come up and fight him.
