GGG shouldn't be ranked in the top 10 at all.

As for Kovalev, he is nothing compared to the one-armed Filipino ninja who bravely won 10 rounds against Floyd Mayweather even though he was unable to throw a single punch with his right hand (even though those clowns at Compubox claimed that he threw over 200 punches with his right hand), had rotator cuff surgery three days later and has made a miraculous recovery after doing his own physical rehab. He would beat GGG and Kovalev on the same night......with one arm.....

It depends on what you base your P4P rankings on. Kovalev has a better resume, but Golovkin has more of an invisibility aura about him, imo he's the better fighter.
