Best fighters never to be lineal champ

With the retirement of international superstar Carl Froch I was just wondering who the best fighters never to be lineal champ during the complete racial intergration of the sport.

Being lineal champ doesnt mean squat. Baldomir was the lineal champ for christ sakes.

Until boxing is structured in a way where its based on a process of elimination until the 2 best fighters in each division are squaring off for supremacy in the weight class, being crowned the "champ" holds very little weight.

Salvador Sánchez was never the lineal champ cause he never fought Pedroza.

Hears never won a lineal championship either. He lost against Leonard (welterweight) and Hearns (middleweight) on his two bouts where the lineal tittle was on the line.
