It was actually GGG that volunteered to fight Floyd at 154, where he is the current linear champ and holds the WBC and WBA belts hostage. Shocking, I know.

Actually it was Floyd fans that badly wanted Floyd to move up to 160 to get another title there. The thing is that Floyd and Floyd fans think alike. They wanted to prey on someone that Floyd already beat named Cotto.
Then when people mentioned GGG is available and wants to fight Floyd, the same Floyd fans said, "Why do you want Floyd to move up to 160? "

jumped to 130 for morales.
jumped from 130 to 147 same year for delahoya.
fought japs in japan, thais in thailand, mexicans in texas.
pac didn't care.

All of those weights he wasn't small for.
He openly said that he has a problem with fighting above 147. There is literally zero chance that Pacquaio would fight Golovkin at 154. Maybe a slight chance at 150 but still minimal.
It's not all down to Roach. He's got a big say aswell.
Pacquiao was never held to the same standard as Mayweather. Pacquiao fans wanted Mayweather to fight Canelo, Martinez etc while claiming Pacquiao was too small. They knew Mayweather was superior they just wouldn't admit it.
