Better a no-name like Monroe Jr than a known spoiler like Lara. With a no-name, especially a big, young, powerful looking kid like Monroe, there is always that element of mystery that can be built on and used to sell the fight.
With Lara, you know exactly what you are going to get. You also know it's something the fans don't want to see.
There is also the Haymon vs HBO issue. If Lara really wanted to fight GGG, and Haymon was ok about letting him do it, wouldn't his manager have said so by now, to get that doubt out of the way and put some pressure on Loefler to make a move for it?
Loefler said he would look at Lara as a possibility, so maybe something is happening behind the scenes. But I don't think this fight will happen, because I don't think either side wants it.

Like I said, Golovkin's team are like a bunch of high school girls playing hard to get when it comes to Lara or Andre Ward.
But they're scrambling around like fat birds looking for a prom date calling Lemiuex and now even Oscar himself non-stop to try to make those fights

That is how the cookie crumbles, which is why it was painful listening to Oscar discuss how GBP would be different and go all out to make the big fights fans want to see.
The IBF would likely deal on the mandatory and I am pretty sure they are one of the ones that really allows unification to take precedent over mandatory shots.
That said doing it for not much more money that a mandatory would be kind of silly on GBP's part, the players need to come correct if they want that fight to happen or things will just take the normal flow.
