Because he's not required to. And for all you know, someone from his team did capture it, but never released it. Regardless though, neither Team Pacquaio nor Team Mayweather were required to.

Mayweather released a piece of footage of a sparring session. Pacquiao did not. Does this prove that Pacquiao did not spar? According to your logic, it does. Why didn't Pacquiao release one piece of sparring?

Anyway, video footage means nothing when they have official documentation. Official documentation trumps video footage, especially in the court of law.
