There were witnesses in the media that already went on record about the random drug testing for Mayweather. ESPN most notably went on record as a witness. But you love to ignore this fact.
Next, we have both NSAC and USADA going on record about the random drug testing dates for both Mayweather and Pacquiao.
was all access not a witness to Floyd's random drug test?

I don't know. why does it matter?
I don't know if cost per test has changed.
I have no idea, other than they didn't want either to cheat in afight where the stqakes are so high, unlike the ones you posted.
It really isn't a big deal to me both got tested that much, especially now that I know Manny likes to get pain numbing shots when he is 100%.

Another example of how video footage can mean little to nothing if not backed by official documentation.

why did they not took videos of it, did Floyd stopped them from doing so? for what reason?
do you see any illegal/wrong reason for taking videos of Floyd being randomly drug tested?
HBO did it, why can't those many you were saying?

su****ious or not?
if a video could mean little to nothing, how much more not having one?

Why does Pacquiao only have ONE and not 10? And this was the only ONE he has ever had of a random drug testing agency coming to him. Does that mean he never did it before? Or that he only did it once? Again -- NO. You have no argument again.
