You missed the point. It's perfectly legal in the WADA code to use intravenous therapy with a TUE (so good so far), but the reason for the TUE has to be strictly for medical reasons. The part that where USADA is granting Mayweather a TUE without a medical reason is where they're breaking their own rules.

IV use for rehydration purposes does not meet any of the criteria needed for a TUE.

It may be allowed by NSAC, which is fine. But it's not supposed to be allowed by USADA.

If they took intravenous shots of vitamin C with saline they would know how strong and energized it makes you feel. I speak of course from my own experience with the stuff, it's very potent.

Why would you need a TUE? How would that even show up on any tests? I'm confused.

Because he was taking a banned substance that is listed on the WADA/USADA prohibited list, but don't take my word for it, visit their website and see for yourself.

USADA isn't required to disclose what that particular banned substance may be for contractual reasons. If I were to guess, it would most likely be exogenous testosterone.
