Well , usually to stop fighthing those window cleaners and fight the big names you need :
1. Money to produce the event.
2. Willling dance partner that wants to show he is the best (if we are talking about a competitive fights and not some sergio cashing out kind of fight).

I wouldnt presume that #1 will always be bigger then your last fight because thats not how things work all the time , so i guess your right , groves/Froch sells more then GGG/Froch and that in turn is the reason why they shouldnt fight......
your logic will prevent most up and comers to get a chance in this sport , there has to be some middle ground -> Great money (not amazing) and a challange.
maybe Froch just not in the mood for any challanges anymore , which is fair enough as he is already done with the sport/
