As a Pacquiao fan, I want to believe the shoulder injury had an influence, but I really don't.

He's been a steady decline since Bradley 1, the Marquez IV fight was the last hurrah of the old explosive attacking Pacquiao.

How could a torn rotator cuff not have an influence? It's practically a key component of punching and internal/external rotation. The pain alone would be heavily disheartening and distracting, let alone an issues with range of motion.

Fighters get discouraged when they get hit? Why? Because it hurts. If you've got a torn shoulder and want to throw a punch, you'll get discouraged. Why? Because it DAMN hurts.

I agree he's in decline, but not 160+ less punch output than compared to Marquez fights type of decline.

Definetly, I believe his output would naturally be lowest against Mayweather, but there were plenty of times when Mayweather was corned and Pacquaio could've thrown but just didn't, even when Mayweather was in a bad position after a feint or missed counter.
