USADA, VADA, and athletic comission testing?

The commission has been catching cheaters mostly TMT fighters. USADA has been useless, considering they claim to conduct multiple blood testing and all.
The commission's findings have been taken from post-fight URINE samples, which is actually useless if you consider that the point of the testing is to protect fighters. I have heard that the primary difference between USADA & VADA, is that USADA allows theraputic use exemptions via a doctor's prescription as long as it is disclosed, whereas VADA does not allow any illegal external substances under any circumstances whatsoever.
Does anyone know if this is a fact? If so, that is a huge gap between the two.

VADA allows TUE also, but I'm guessing they must be more strict about what they allow

Also going to need a source on this. I remember back in March 2013, they had a meeting discussing the possibly of lowering it to 4:1, but I never heard any confirmation that they actually did it.Comment
