There isn't any proof since he hasn't been caught doing anything.

It does appear su****ious, however, that he declined or adamantly opposed the testing protocols during the first negotiations, then only acquiesced to having them implemented after the Marquez fight with VADA, to only have to agree to all that Floyd had been requesting since 2009 after all.

On the other hand, the delay in accepting Floyd's terms 5 years later may have served to build up the fight to its current proportions and magnitude.

Floyd was in no position to demand 5-6 years ago. He just came out of retirement while Manny was not only the "best fighter" he was also boxing's "prized fighter" Who is Floyd to dictate the terms in boxing?

Manny was taking names while dominating divisions. Floyd OTOH came back from retirement and fought Marquez who was 2 weight class lower.

Pac has always been a knock out artist even when he was at 110 lb. Left Hook Tua posted several of Pacquiao's early bout and the proof is in the pudding, Manny Pacquiao even without the help of proper nutrition and sports science has been knocking out fighters with higher pedigrees.

I like Manny...I will be rooting for him now that he is willing to take da tess.

In my opinion, Manny was on some shyt when he baffled guys like Shane, Cotto and Clottey with his power. These are not small guys and none of them fought at 105lbs years back. Again, I like Manny's humble nature but...

Pacquiao was knocking everyone out, Floyd mentioned that he was demanding random testing if they ever fought, Pacquiao vehemently refused to take any random test, folks speaking for Pacquiao even came up with foolish talk of him fearing needles and of giving up a few vials of blood being utterly debilitating to him, Pacquiao hasn't knocked anyone out (Freddie Roach was the one that pushed the 'Ariza gives Pacquiao mystery shakes' stuff, and Roach is in Pacquiao's camp).

Floyd hires Ariza for his camps and still makes no objections to a testing protocol.

                no imo.

the reasons given to as why he was suspect are bs imo.

                1. he went up so many divisions

pac turned pro at 16. of course he would go up a lot. floyd was at a similar weight at similar ages as an an amateur.

                2. he gained more power/kept his power going up divisions.

no he didn't. pac at lower weights had one punch ko power. he doesn't at higher weights.

                3. pac got faster/kept his speed as he got bigger.

manny is practically the same size as he was at 130. pac was around 145 fight night when he was at 130. all it is is he doesn't cut weight anymore.

                4. his chin got better at higher weights

i'm not even sure if peds can help your chin tbh. it comes from lack of understanding of basic boxing.

the punch that hurts you is the punch you don't see. at lower weights pac was wilder and fighting faster, smaller opponents. as he refined his skills and went up against bigger, slower opponents, he can see most their punches better.

a drug cheat would refuse any extra testing.

they don't agree to a couple extra blood tests and unlimited urine testing.

someone saying no to testing is fishy.

someone agreeing to extra testing but arguing about how much and frequency is more negotiation.

all pac was guilty of is bad pr by his ppl.

pac wasn't afraid of needles, he had a bad reaction to a blood test for the morales fight. pac's excuse for the L.

Also, the fact Mayweather settled out of court pretty much says it all. Pacquiao's camp was willing to go toe to toe with this defamation suit. TMT, knowing what's at stake ponied up and paid a reported $5 million which is a bargain compared to what was about to come out in public.
