For one, Manny never said that. Secondly, Manny accepted extra testing but since it was not part of the commission rules it became a negotiation. They were NOT doing OST so they had to make up the rules .....
Finally, Manny accepted testing for 4+ years. Still there was no fight.

BTW - Polls had showed that Manny fans hoped that Manny would accept the initial negotiations just to get the fight on. So you are wrong, wrong and...... wrong.
