Mayweather holds WBC/WBA belts at Welterweight and Super Welterweight, and Pacquiao is the WBO Welterweight champ

if both didn't care about belts, why pay the appropriate sanctioning fees to those respective organizations? It would be less money out of Mayweather and Manny's pockets if they didn't pay those fees, yet they do and are recognized as champs

and same goes for this whole WBC Emerald nonsense. It might not mean anything in the grand scheme of things, but they're still allowing the WBC to do i. If they didn't care, they wouldn't/shouldn't allow it.
