            Not that I can think of; I've seen multiple year bans, for track athletes and stuff, but that was after repeated failed test. This is basically a 'anyone screw this up and you'll never fight again in the US again' type of penalty.

              You have to be sanctioned by an athletic commission to fight professionally, in most cases; the different state commissions control that in the US, in Britain the British Boxing Board of Control (BBBoC) controls that for the entire country.

              In the US, my guess of things is that if you're barred from fighting by one commission, the other state commissions also respect that barring. The USADA effort is seemingly backed by the Nevada State Athletic Commission (NSAC), giving a possible ban effectiveness in California, New York, Texas, or any other US commission.

              Doubt that the ban would be enforceable internationally, but I'm not so sure that the BBBoC or some other national commission would issue a formal license to a fighter who has been known to have had PEDs in their system, especially in the immediate aftermath of the sport's biggest fight falling apart over said failed test.

                  That is what I got from it too. Seems that Pac is eager to juice, beat Mayweather, and pay 5 mil as a penalty. It is worth it IMO. The Glory to be the only man to have beat Mayweather. TMT is not having it, they will not sign to what appears a lesser penalty. They are going forward with what is in the fight contract, a more severe penalty to the one that tests positive. Either this is a publicity stunt from the Pacquiao camp, or they simply want to PED and receive a slap in the wrist. They should be ashamed.

                    You're useless and obviously being a troll.

                    The fact they stop testing 18 days before the fight doesn't mean it wasn't random. It's not as if they told Mosley, hey this is the last time we're going to test you. The possibility of them being able to come at any time up to the fight date makes it random.

                      why come up with a flat penalty when, if someone were to fail a test, the party that didn't fail the test could pretty easily go into a civil courtroom and flatly state 'I've signed a contract that was to guarantee me [x] amount of dollars, with a potential upside of [y] dollars and my opponent's failed test has cost me an opportunity to earn my livelihood. I was well into my camp when the failed test occurred, and I am here to seek monetary damages commensurate with the money that was to be owed to me'.

                      the contract was hammered out, with every clause and term hashed out over a good amount of time; let the lawyers do their job if the contingency ever comes up.

                      that's why you have a contract
