WADA nor USADA can impose a penalty they can only report findings to governing bodies like State commisions. Which in this case is the NSAC, ONLY THEY HAVE JURISDICTION OVER FIGHTS IN NV. This is common sense, both are independent organizations who work on behalf of the state commissions. This is common knowledge.
