    actually it was three times. Reports in 2012 were that Floyd failed an A sample on three occasions. USADA found exceptional circumstances after each positive test and gave Floyd a waiver. This meant no B sample test and under a contractual loophole allowed the tests to proceed without the positive results being reported to the NSAC or his opponent.

                I wouldn't be surprised of Floyd bribed usada and offered them 5 million to make Manny fail his test.

                      Its weird how even in the press conference they brought up the issue of pacquiao turning down the tests back in 09. Even Steven Espinoza keeps saying it over and over.
