Umm, no it didn't. It started in the first negotiations when Floyd wanted USADA and Arum's confused azz wanted WADA testing. Right then Pac fans jumped on the we hate USADA bandwagon and sided with Arum to use WADA not knowing that WADA doesn't test or that they use USADA for the testing of US athletes. Once VADA came on the scene then they became the new best option for Pac fans, because it wasn't what Floyd wanted. Stop trying act like there is a rational reason for this dislike of USADA by changing history.

It all boils down to how each entity test their samples and how they handle a dirty sample.

Vada test for things USADA does not hence why VADA has caught more then USADA and have test less fighter todate then USADA.

VADA report failed drug test to the Boxing commission.
USADA report failed drug test to the Promoter/Boxer who hired them.

VADA does not allow a doctors note
USADA allows doctors note
(which basically mean you can exceed the legal ratio for banned substance if you have a doctors note saying you taking it)

This is why Erik Morales failed a drug test 1 month pior and no one knew about it till it leaked, USADA tested Morales and he failed and USADA reported the failed drug test to GBP and GBP tried to hide it and keep it under wraps till that information got leaked. The Boxing Commission had no Knowledge of Morales Failed Drug Test. So GBP was gonna keep it quiet and let the fight go on(it did anyways) and not report the Failed Drug Test to anyone.

Same thing happened with Quillen and Winky, Quillen failed USADA drug test but since USADA doesnt report the failed test to the boxing commission but instead to the promoter and in this case GBP, GBP just scrapped the entire drug test and order USADA to destroy the samples. Fight went on and Quillen escaped a failed drug test.

VADA reports the failed drug test to the boxing commission directly, This is why GBP, TMT do not like to work with VADA and have blackballed VADA. A fall out happened with GBP and VADA over how they report the failed drug test, they wanted VADA to report it to them only but thats is not how VADA works.
