It was BS because he Monroe wanted to quit and stayed down for a reason at the 10 count. But ref was trying to force him to continue even though he was counted out.

Not what I saw, I think Monroe was making the most of the 10 count, but when he stood up, his legs still weren't there, and that's when he decided to call it off himself. Knowing it would not end well if he carried on.

The ref just gave him a chance to continue IMO
