Will be surprised if TO can make 168, even more surprised if he can trouble Ward. It's true that it's not a great opponent, but Ward wasn't going to face the toughest tier of opposition in his first fight back. As for why he picked TO, we all know that having an undefeated record and having been on TV before means you sometimes get opportunities like this.

I'm sure Ward has been looking for an opponent for a while now so Oosthuizen might have been scoped out a long time ago - before the situation with Froch and the WBA arose. The Froch fight is now obviously an option
I don't really care who Ward's comeback opponent is because there's going to be no one elite available for it (unless they agree the Froch fight) so Oosthuizen is fine.
It doesn't really matter, it's a throwaway fight to prepare for something bigger. Ward will be back and you'll continue to cry about those dreams of yours he shattered.Comment

Oosthuizen might not even beat Liebenberg, who was trounced by Storm Alvarez. But the point is, these guys are all LHWs and Oosthuizen is known to struggle with the SMW limit, the guy is 6'4.
I'd say the reason they're interested in this fight is that unlike Sartison or Periban, Oosthuizen is probably HBO approved.
What led to his promoter cutting him was being overweight:
