Pacquiao said this many years ago, it is on video. That he feels weak when he was blood tested close to the fight. Even in the 24/7 Hatton vs Pacquiao, Manny is shown getting blood tested, looking uncomfortable with it and taking the day off training.
Obviously Floyd found out about it and knew if they pushed this it would scupper the fight.
Floyd could have also petitioned the commission to carry out the extra testing but he choose not to.
If Pacquiao would have backed out of any commission approved testing then I would have been disappointed and disagreed with his stance.
