He's saying because there's no video footage, USADA didn't test Mayweather. They only tested Pacquiao.

I never said there were only 8 tests. I had no idea how many tests were done. And no, 19 is still not the correct number. Because some days USADA took BOTH urine and blood samples at the same time. It's funny you still don't have your facts straight.

Roughly counting the dates, it seems that they were both tested 11-12 times. And on many of those dates, they had to take both a blood and urine sample. There were only a few dates where only a urine sample was taken.
