I would say it more like they have a bit more direct knowledge of what certain officials would do.
A bit could account for what you are saying, but not to 1/3 the odds for something that is normally constant (IMO). What is messed about about it is that, normally for a fix, you wouldn't be moving the odds where the fight is taking place where all the eyes could see, they would be spread across outside sources (like if you fix college basketball games you make the bets on them in England).
It could be what you are saying though I guess because, anybody running a fix of that magnitude would not be dumb enough to do it like that. But incompetence is more likely than coincidence in general.
