So everyone who doesn't think highly of Cotto's career is either a mexican or clueless about boxing is the reason why he is not overrated?

No he's not overrated. He's a HOF'er

Cotto will be remembered as a great junior welter with some very good wins, that being said as of right now he is vastly overrated. After margarito broke his face his career hasn't looked great.
