There are a massive number of top boxers unaffiliated to Haymon, he doesn't even have a 20% of ring ranked fighters. Sport is too big, global and changeable to be taken over.
What he has done is sign many of the big name American fighters, which pushes HBO (and eventually Sho) towards international fighters like Klitschko, Provo, Kova, Pacquiao, Froch, GGG etc.

Like kovalev and ggg, you don't think they see HBO is paying them a relative pittance for ratings that would get an American or Mexican twice or three times the amount?
Times are changing. Athletes in general have a much better idea of the game. Why pay so much for promotion when you can have a Twitter beef go viral and touch 10 times the people for free?
Haymon, like him or not, is at the forefront of the changes.
