its a complicated contract. purse, site, date, etc is just a few of a lot of terms that needs to go into the contract. Then you have the networks who have a lot of terms on their own end. Of course its going to take a lot of time to go through and it doesn't necessarily mean someone is stalling.

Although floyd v cotto 2 and floyd v khan are good fights, they need to happen after pac. This fight must happen, for the health of the sport.
otherwise Ill boycott, bc im not supporting any fighter than calls himself the best but won't fight their roughest challenge. Bad enough this fight is 5 yrs too late. Any later, and its pointless
