Well when it was announced that Vargas would possibly get a fight with Pacquiao, people stated that he was a young, tough, up and coming undefeated fighter that had alot of skill.

So maybe that has rubbed off on him? And now he think's his stock is higher than it actually is?

Not really. Only Manny's blindest fanboys were talking up Vargas. The overwhelming majority on this site (including the more reasonable Manny fans) said the fight was an absolute disgrace.

That said, I agree that Vargas may have bought into his own hype. TR has been trying their best to shove Vargas down the boxing public's throat for years.
