    Povetkin and Perez are supposed to fight to determine number one. Why Perez is even rated that high is mind boggling.

        Jennings won the second mandatory spot. He opted out to fight Klit, therefore it's vacant.

        Povetkin and Perez are fighting later to fill that vacant mando spot

            I think they're waiting to see the outcome of these fights:


            Solis vs. Thompson (Feb. 27)

            Fury vs. Hammer (Feb. 28)

            Glazkov vs. Cunningham (Mar. 14)

            ---

            They will try to make a deal with the winners of those matches. I hope it's Fury, but his team might choose to fight Klitschko first. If that happens, it's probably going to be one of the other guys listed above.
