Arum & Paquaio alone cannot make this fight happen. It also need Floyd Joy Sinclair Mayweather jr too. Floyd is the sole reason this fight has never happened & if he has his way will NEVER happen

If you think Pacquiao has put forth the necessary effort to say the blame is solely on Mayweather for the fight not happening, then you're either under-informed or biased. Because he simply hasn't.
