My take of probably many takes, something is in that contract top rank wants Mayweather to accept and is trying to use the media to negotiate, thinking if they spin things enough, the pressure will be on Floyd to accept. If not, and all terms, which are requested are agreed to, then Floyd really need to shut up and sign the contract.
