Im convinced Pacquiao has no idea where negotiations stand. It was reported just a few days ago that both sides had come to an agreement on several terms (Venue, Date, Drug Testing, Purse) but until Showtime/HBO (Who are meeting again this week) come to an agreement what is there to sign?

Manny didn't sign a contract for testing against Floyd until now. You can say whatever in the media but he never signed a contract. Floyd unlike Pacquiao is actually making decisions and giving orders to his team at the negotiating table. Pacquiao is a non-factor on the business side, his words mean littlest amongst his team as he follow orders. Pac is too dumb to market himself and understand business.
