More of this "I'm my own boss, you have a boss" talk. Who has Floyd ever fought that didn't have a boss?
The sense that Mayweather didn't present an offer the way that Top Rank has been arguing that they presented the offer.

From the outside looking in, it seems as if Arum sat down and put together terms that he was willing to accept (60/40 split, everyone gets their own gloves, USADA for testing with some delays, MGM Grand as the venue, Top Rank sharing the bill, etc) and took those terms to Moonves, CBS CEO/President and fellow well-heeled rich guy, thinking that Moonves would see things Arum's way and push Floyd to take their terms as is.

Moonves, in all likelihood, took the offer, went to his boxing people, and got the sense that the terms weren't right. Arum, seeing things going bad, went to his default position of trying to push for his own terms in the press.

Moonves(CBS), Espinoza(Showtime), Ellerbe (Mayweather Promotions), and Mayweather himself have all been quiet; no one should ever expect Haymon to speak to the press.

If the terms were as finalized as Arum is stating, someone would've said something by now.

Does this mean Floyd doesn't want to give Manny 40%?

Since pacquaio can't agree or disagree to anything , let's say he couldn't agree or disagree to drug testing a few years ago, only arum could

                All fl0mos disgust me
A Promoter acts on a fighter's behalf, yes. But let's not act like Pacquaio really chose Algieri or Rios to fight. I doubt he even knew who the hell they were, especially Algieri. You think Pacquaio is even considering Vargas for a second? Hell no. If he ever fights Vargas, it's because Top Rank chose that for him. Same with the Bradley rematch. I don't think Pacquaio wanted the rematch. After the first fight, in the dressing room, he was laughing and in smiles. Bragging to Roach like 'you see! I told you he was gonna run! What did I tell you.' In complete smiles.

The problem with him fighting Cotto for the 2nd time instead of Pacquiao SMDH!!!!! You just answered your own question.

Eventhough this fight is watered down at this point nobody wants to see him fight Cotto again, especially when we all know it would be at a catchweight for the title

Floyd has the control of his own decision to say "I want to do this" and have those wishes enacted, barring a aye/no from Showtime/CBS.

Pacquiao does not have that control; he can say "i want to do this" but that request would be ignored if Top Rank isn't interested in doing whatever the request was.

When it comes to his boxing career, Mayweather sits and talks with Showtime/CBS, works directly with the MGM Grand, negotiates sponsorships with prospective event sponsors, etc.

In essence, Floyd "calls his own shot"; most people have to "work" for someone eventually; Mayweather works directly with a single TV partner, while Pacquiao works for a guy (Koncz), who works for a guy (Arum), who works for a guy(HBO).

Why do very few Floyd fans think Manny isn't worth 40%.
Floyd made around 32 mill for Maidana and Pacquiao made 25 million for fookin Algeri. 60/40 is fair.

Here's a link with Pacquiao's purse for Algeri.
One of the key elements in any bout involving Manny Pacquiao is the distribution of money for the fight, regardless of whom the opponent is. Pac-Man is one of the biggest draws in sports, thus he is able to generate a lot of financial interest on his own.
