Floyd has the control of his own decision to say "I want to do this" and have those wishes enacted, barring a aye/no from Showtime/CBS.
Pacquiao does not have that control; he can say "i want to do this" but that request would be ignored if Top Rank isn't interested in doing whatever the request was.
When it comes to his boxing career, Mayweather sits and talks with Showtime/CBS, works directly with the MGM Grand, negotiates sponsorships with prospective event sponsors, etc.
In essence, Floyd "calls his own shot"; most people have to "work" for someone eventually; Mayweather works directly with a single TV partner, while Pacquiao works for a guy (Koncz), who works for a guy (Arum), who works for a
guy(HBO).

Is Pacquiao ten times the star Maidana is? I don't think so, and the case gets even shakier once you start considering the amount of business, or lack there of, that Pacquiao has done since walking away from $40m offer in 2012.
Mayweather had 'PPV flops' of ~900k buys; Pacquiao did maybe 350k PPV buys for the Algieri fight, 400k PPV buys for the Rios fight, and around 750k PPV buys for the Bradley rematch, with the likelihood that Pacquiao-Vargas, the fight that Arum has been hinting is the Plan B, likely to do 300k PPV buys.

Damn I don't want to say this too loud but he's right maybe it is Bob Arum road locking this whole thing but one thing I don't understand is what's he talking about when he talks ppv numbers? I mean what kind of numbers was maidana bringing prior to Broner? Not to many people bought pac-algieri cause they knew it was going to be a blowout but to pacquiao's defense there was no one else out there right now they just have to make this fight happen I guarantee ppv numbers would be record breaking when and if this takes place.
