They will strip Cotto if he doesn't fight him after his voluntary. The only exception would be fighting Mayweather. The WBC has been MUCH better since Jose Sulaiman died in regards to following their own rules.

I just don't see a scenario where waiting around on Cotto is good for him, although I suppose he could kill a year with a Lemiux showdown at the end which is a good fight and all but I mean to me that is honestly making lemonade out of lemons.

I mean if he waits around long enough he does wins out by default but he is too old for that in my opinion.

He's not waiting around though he's staying active fighting the best guys available, doing what fighters are supposed to do. Obviously Murray in Feb and the plan is to fight again around April/May and then fight the winner of Cotto/Canelo later in the year. If that fight is off though, I'm sure they'll make a pitch to Cotto who will decline (since he still has a voluntary unless the WBC enforces the mandatory position now that Canelo is off) and Golovkin will fight whoever else is willing. Eventually he will get his shot at the WBC, whether it's against the title holder or a vacant title.
