You may also want to check the concept why the olympic is doing all year round test. Olypmpic is every four years but USADA does not test those athletes a year before the olympic right?

The difference is that the Mayweathers, Paulie, and Ted Atlas never accuse Marquez of Ped use even as you have mentioned "really is both have tell tail signs of Ped use" you will also noticed that most Floyd fans never really accuse Marquez of Ped use just as much as they accuse Pac.
