Why is it that he should be believed, but Espinoza shouldn't? Pac pays alot more than 13% when fighting in Macau.

Everyone jumps on what Arum says no matter how many times he's proven to blatantly lie to everyone. He made claims of massive numbers for Pacquiao-Rios too and it turned out to be 3.75 million.
Pacquiao has to pay at least 32% tax, it doesn't matter where he fights.
"Pacquiao reportedly made more than $20 million (around P900 million) for the Algieri fight.
Henares said that if, for instance, Pacquiao made at least P1 billion for the fight, he will have to pay the Philippine tax rate of 32%, or P320 million, in taxes.
If Pacquiao already paid P100 million in Macau, he will still have to pay the remaining balance of P220 million to the BIR.
Pacquiao***8217;s camp will have to declare this amount and pay before the April 15, 2015 deadline."

Gonna be a **** fight unfortunately. That's what makes the most business sense. Arum will get another Algieri like sparring partner who he'll only have to pay $1-1.5 mil (as opposed to say $5-7 mil for a Bradley or Marquez caliber fighter). Then he'll pocket the $8 million+ site fee he gets from the Venetian and make more off of Pac tax free.
Good for business, terrible for fight fans.
But the good news is that Vargas most likely won't be next, he might be the Macau opponent. But if Pac is fighting in Vegas in April, he needs a dance partner that can move tickets. 475K buys won't cut it stateside.

This more than anything gives me doubt, I understand needing a plan b but how about exhausting all options with plan A before moving on.

why people so hard on pac for these decisions? the guy obviously lookin for the cash moneys and will only go out of his way for some legacy. and at this point of his career, this should be the way he decides his fights.
people who think this guy should be fighting all these young bucks are people who just want to see him fall and being extra picky about him or his fans talkin about fighting the best. But really think about boxers today, there is the best fight (mayweather) and the rest are all currently hypejobs lookin for that stepping stone to greatness.
Are there even any legacy fights for Pacquiao at this time? Beating anyone not name named Mayweather does nothing for his career. If he doesnt fight Mayweather, what is so wrong if Pac decides to do the lowest risk/highest reward fight?

It's just sounding very familiar. Once Arum starts talking about Pac's schedule I get worried that things aren't going that good. If he is locked down in the fall then it's May or bust for this fight in 2015 I guess.
