It's a very complicated situation. There are 2 distinct "Taliban" operating in North Pakistan. One is the Afghan Taliban. The other is a separate Pakistani based orginazation which wants to overthrow the government and is at war with the Pakistani military. It was they who commited the atrocity at Peshawar.
The Pakistani military is fighting against the Pakistani Taliban while secretly aiding the Afghan Taliban because of reasons connected with what they see as US support for India in it's ongoing "cold war" with Pakistan.
The Pakistani government are allies of the US in it's battle against the Afghan Taliban and Al Quaeda but cannot do anything to stop the activities of its own military, which are literally a law unto themselves.
