Iole actually said on the link in the article that Mayweather will definitely be a first ballot but not unanimous.

If Floyd misses the HOF for "ducking" Pac, that must means Pac won't even be considered for nomination..Just as people may look back at Floyd and question him not fighting Pac, just as many people will acknowledge Pac's false accomplishments and carefully guided career..
