Abu Dhabi is the site of the proposed record-setting Floyd Mayweather Jr.-Manny Pacquiao bout scheduled for the first half of 2015.

The UAE offer has Mayweather Promotions and an Emirates investment group as the lead promoters for the event, with no mention of Top Rank being involved (beyond receiving their fight package and letting Mayweather run the show).
Before even going into the time logistics (fight would start 9am, Sunday morning in Abu Dabi to air 9pm, Saturday in Vegas; televised card would start 7am in Abu Dabi), the offer forces Top Rank to step aside.
If Arum agrees to step aside, the negotiations become real (personally doubt that Abu Dhabi ends up being the site, but the good-faith offer would force the site fee for AT&T Stadium in Arlington or Barclays Center in New York over $100m to host the fight).

MGM with its 16,800 seating capacity is way too small for a fight of this magnitude. This fight can and will sell out an 80,000 seat stadium in hours!

Mayweather-Alvarez, the current gate record, brought in $20m for their fight. If projection for the size and scope of Mayweather-Pacquiao is even close, they'd be looking at $30m-$40m from the gate alone.
Even if you charge $4000 for ringside seats, you're only talking about 500 -1500 seats if you're being unscrupulous. To make up the rest of the money over the other 75,000 seats, you're looking at an average of $300 a ticket.
Selling 40,000 seats for $3m in revenue at the gate doesn't work for either party.

Business is business, History records business being done by done by those who despise each other, they do the business and go back to hating.
I cannot fathom Jr turning this down to protect his O, its beyond my mind how anyone fighter could turn down this money and this great fight.
