Crawford. He beat burns in England, FOTY with Gamboa and then totally outclassed the #2 in Beltran.
Scotland, not England.
I've no real problem with voting for Crawford but I think his year might look better than it is. Burns has not been what he was, Gamboa is unequivocally a much smaller man and Beltran has been overvalued of late in order to give credence to the idea that Crawford-Beltran was to determine the 'lineal' or 'historical' champ. Strong year no doubt but the best?
I voted for Roman Gonzalez mainly because he had the most impressive win of the year by beating up Yaegashi.
Popularity contest. How else can you explain Kovalev/Pacquiao with a combined 35 votes while Walters has 1?
I voted Crawford. Won a world title in Scotland vs. a Scottish fighter. Won the lineal title vs. Beltran. Engaged in a Fight of the Year candidate vs. Gamboa. He has had a complete year without tune-ups or stay busy fights and nobody else outside of Walters (and Inoue if he beats Narvaez) has come close.

Pacquiao beat the PFP #3 and Kovalev beat an atg and current unified champ? Both did it on the opponent's foreign soil.
I like Walters, but it's basically on a Donaire win and Nonito has been the same for a while.
